The MPGPP develops professionals capable of tackling the main contemporary challenges of states and the non-state public sector in implementing public policies and improving the quality of services delivered to citizens. Technical foundations are combined with practical applications, in order to cover the current agenda of management, government and public policy.
The program is designed for experienced professionals who deal with public issues at state, third sector or private organizations and who understand that new challenges and responsibilities require complementary education. There is interaction between participants, and the professors recommend sources to deepen and integrate students’ knowledge and concrete experiences.
The technical foundations are not just aimed at educating researchers and professors, but also developing high-level professionals who are committed to improving public sector services in Brazil. This objective applies to all the program’s activities, including the final paper, which is intended to solve practical problems faced by public organizations. There are two course modalities, with the same structure and curricular requirements. The Regular modality is designed for people who wish to balance the MPGPP with their professional activities, while the Intensive modality is aimed at people who can take a leave of absence to study full time.
- Budget and Public Finance
The main goal of the course is to present and discuss some of the relevant topics of Budget and Public Finance, in order to allow public policy managers to understand the economic, financial and budgetary implications in relation to their respective areas.

- Demographic Governance and Public Security in Brazil
The course aims to introduce students to the theme in democratic governance of public safety, focusing on the discussion about Brazil and, in a complementary way, about Latin America. The course will focus on the public responses to crime, violence and to the guarantee of civil and human rights, but will look for analyzes that consider both the institutional and those associated to socioeconomic, demographic and cultural aspects. The main program to be worked on during the course is the implementation of the program.

- Monographic Orientation
Preparatory course for the final course conclusion project and recommended only for students in this phase. Theoretical, methodological and practical aspects of case of studies and diagnosis in complex situations, including the relationship with public organizations, social actors and communities in focus, are addressed. It will also be discussed for the group projects, the different situations in terms of reference. As the last exercise, each group will present their preparatory study plans for their final course project.

- Organizational Dynamics and Public Sphere

- Public Policy and Behavioral Economics
The course aims to enable students to understand the contribution of behavioral economics to the design and effectiveness of public policies. Economic analysis usually uses the decision maker's paradigm of instrumental rationality.
Behavioral economics from empirical studies has uncovered a number of biases in the decision-making process. Public policies often seek to change behaviors of different groups. Understanding how they respond to incentives envisioned by the public agent is essential to understanding policy effectiveness and designing incentives that have the capacity to achieve the proposed goals efficiently.

- State and Globalization: Challenges for Public Policy
This course aims to discuss the perspectives and limits to state action in times of globalization. Understanding globalization from an eminently social science cut - as a set of transnational, historically and geographically situated in economic and non-economic phenomena, whose manifestations take place, however, in the respective national territories - the subject seeks to find analytical and methodological tools for the understanding of the places and roles that the state and public policies can (and should) assume in the 21st century.
The subject adopts the argument that does not understand state and globalization as antagonistic phenomena and processes. On the contrary, it understands that both are interrelated, so that at the same time that the State, through specific policies, creates, maintains, sustains, promotes, models, regulates and coordinates the manifestations, in its respective territory, phenomena of transnational nature; its field of action is increasingly delimited, demarcated and shaped by such phenomena and processes.
The course will follow three axes of discussion, not always independent among them. They are: (i) conceptual-methodological definition of the meanings of globalization and the state's modalities of action; (ii) historical-social-geographical reconstruction and preconditions to globalization process; and (iii) criticisms, limits and perspectives of globalization.
By the end of the course, it is expected that the course have provided students an adequate analytical and conceptual repertoire to interpret the state dilemmas in a complex and creative way in times of rapid change in arrangements between countries and exponential increase in transnational integration.

- Constitutional and Administrative Law
Law is an essential element in any activity of life in society. Understanding the basic principles of its operation, characterized by a complex dynamic between positive law, jurisprudence, politics and social trends, is a competence that any manager should have. In this course, students will develop the ability to "think legally" by working on themes of Constitutional Law and Administrative Law. They will also be alerted to the legal risks involved in administrative activities, both for the success of public policies and for the administrative agent. They will also acquire a "basic glossary" of the law, and tools for future monitoring of legal events are suggested.

- Tax and economic analysis as a tool for public management
The course aims to improve students' knowledge for the elaboration and analysis of macroeconomic scenarios, with emphasis on tax aspects, which are very important for the public sector planning and budget. Each topic of the program will be preceded by theoretical discussion on the subject in focus, enabling the student to understand first the theory that may support his analysis, then present the indicators, the main historical series and possible forms and instruments of data analysis. Students must elaborate and present scenario analysis considering the topics discussed throughout the course.

- 1FOREIGN EXCHANGE PROGRAM
Possibility of one-semester exchange program at one of FGV EAESP’s partner institutions, such as Sciences-Po (Paris), the Hertie School of Governance (Berlin), the Graduate School of Public Policies (Tokyo), the LBJ School of Government (Austin) and the Center for Research and Teaching in Economics (Mexico).
- 2DOUBLE DEGREE
FGV EAESP and the School of International and Public Affairs (SIPA) at Columbia University have an agreement that permits double degrees for their professional master’s programs. The first year is spent in New York and the second at FGV EAESP. Those interested should apply at www.sipa.columbia.edu.
- 3INTERNATIONAL ACCREDITATION
The International Association of Schools and Institutes of Administration (IASIA) has awarded MPGPP full international accreditation, certifying that the program follows the standards of excellence defined in conjunction with the United Nations’ Division for Public Economics and Public Administration (UNPAN).
- 4APPLIED RESEARCH
FGV EAESP has 16 research centers, which conduct applied research, often focused on topics of relevance to the public sector, such as public management and citizenship, health planning and management, sustainability, microfinance and financial inclusion, politics, and public sector economics.

FGV EAESP has around 300 professors and teaching staff with doctoral and master’s degrees who combine academic excellence with experience working for governments, companies, social organizations and international entities. Independent Student

The Professional Masters in Management and Public Policy (MPGPP) offers interested parties the possibility to study some of their subjects as an independent student. The goal is to provide the participant with the opportunity to develop in one or more specific subjects, or to know in more detail the course's proposal before deciding to apply as a regular student. Being accepted as an independent student does not guarantee the candidate to enter the Professional Masters in Management and Public Policy at FGV EAESP. Those interested in completing the MPGPP should apply for that specific selection process. If accepted, the candidate may apply for the recognition of credits of up to four subjects taken as an independent student. FGV EAESP Facilities

The FGV 9 de Julho Auditorium can accommodate 315 people, with six spaces for wheelchair users. It hosts around 80 events per year. It has a changing room, central air conditioning, a stage, a simultaneous interpretation booth and an entrance hall with facilities for coffee breaks for up to 160 guests. Open from 6 am to 10 pm, Monday to Friday, and 6 am to 6 pm on Saturdays.

Smaller events are held in the FGV 9 de Julho Room, which can accommodate 88 audience members, plus a head table for up to six people. Fully accessible, it has a changing room, central air conditioning and an entrance hall that can be used for coffee breaks for up to 50 people on foot. Open from 6 am to 10 pm, Monday to Friday, and 6 am to 6 pm on Saturdays.

The Karl A. Boedecker Library (BKAB) is part of the FGV Library System. Its archives span the areas of administration, economics, business, law and social sciences, including books, e-books, magazines, dissertations, theses and DVDs. The library’s users can also access databases containing journal articles, and economic, financial and legal information. It has individual and group study rooms and consultation terminals. On the library’s website, you can access the full list of services, available resources and opening hours.

The FGV Bookstore specializes in Brazilian and imported books in the areas of business, administration, economics and law. Students, professors and alumni are eligible for discounts and they can order books on any subjects. The FGV Bookstore is open from 9 am to 9 pm from Monday to Friday, and 10 am to 2 pm on Saturdays.

FGV EAESP’s classrooms feature multimedia equipment, internet access and comfortable furniture to make learning dynamic and pleasant. There are also sponsored classrooms, which use equipment and resources paid for by partner companies in exchange for their logos being displayed to students and employees.

This sophisticated space for events holds up to 150 seated people and it has three head tables for up to seven people each. The infrastructure includes a staff break room and elevator for physically impaired people. The Noble Room functions from 6 am to 11 pm, Monday to Friday, and 6 am to 6 pm on Saturdays.

An innovative space created to host academic activities, CoLab is based on a modern and distinct learning model involving collaborative and action-oriented methodologies. Its principles are empathy, a focus on human beings and sharing of responsibilities.

The sports court is a meeting point for students and it also hosts sports events such as indoor soccer and basketball championships. The court is administered by Atlética, an FGV EAESP student organization.

Espaço NEON is FGV’s entrepreneurship area, which brings together FGVcenn (Center for Entrepreneurship and New Businesses), GVentures (FGV’s business accelerator), or GVAngels (FGV’s Angel Investors) and the League of Entrepreneurship (Student Entity in entrepreneurship). There, FGV’s entrepreneurship ecosystem works collaboratively, stimulating innovation and new businesses.

Located at the school’s main entrance on Rua Itapeva, this large space fosters interaction between students and employees.

The Computer Teaching and Research Laboratories (LEPI) are formed by a set of facilities equipped with state-of-the-art microinformatics resources, with access to the local network, the school's academic systems and the internet, and are available to students for research purposes, works and studies. The Laboratories are also used in hands-on classes, simulation exercises, games, group works, web-based testing, EAD content, and other applications where the computer network plays a relevant role in learning. Based on Avenida 9 de Julho, in the neighborhood of Bela Vista in Sao Paulo, FGV EAESP is composed of a main 12-floor building, the Karl A. Boedecker Library building, and the Getulio Vargas Auditorium, as well as a multisport court and two annex buildings, located at Rua Itapeva, 432. The classrooms, videoconferencing rooms, IT laboratories and integrated systems, all sponsored, are located in FGV Sao Paulo’s different buildings.
The School’s main administrative office, academic departments, most of its administrative departments, the Noble Hall, the Mayor Faria Lima Bookstore and the Getulio Vargas Academic Office also occupy the main office, as do the professors’ social space, the outpatient medical center, two restaurants and two snack bars. The annex buildings house some administrative departments and student groups such as Aiesec, the Junior Companies group, the Athletics Association and the Employees’ Association.
Faq
- If my interest is in a specific line of research, is there a possibility of not getting a placement in that area?
Selection is not done taking into view the entry of certain lines of research; this is a general selection. The division into lines of research has the purpose of organizing teaching activities, as well as signaling the topics of greater affinity for each group of teachers, thus considering the distribution of classes and the orientation of final works. In any case, these are not watertight divisions, so that teachers from different lines can develop activities together.
- Is the course more focused on social sciences?
The course has a significant load of basic social sciences (political science and sociology), but also of applied social sciences (economics, administration and law), in addition to a subject of quantitative methods and another of qualitative methods.
- Is there a program on the mandatory activities that we are going to develop? Is there a minimum number of articles to be produced during classes? Are there other extracurricular requirements? Is there a presentation of seminars during classes?
The requirements of each subject varies, so there is no single type of requirement that is valid for all. Some subjects require a final assignment and some intermediate assignments; others require only a final work; others ask for exercises or other types of activities throughout the course and a final exam. In view of the professional character of the master's degree, the general orientation of the subjects is to give out work focused on application and practical problems.
Some teachers choose to do seminars, usually in some classes of the subject, but not during all of them. This also varies a lot, considering the specific content of each class and the style of each teacher.
- Approximately how long after the conclusion of the classes will I be able to present my dissertation to the examining board?
After completing the subjects, students have up to two months to complete the writing of the final works and file them. From then on, another month for the defense and other assessments.
- Are people who complete the professional master’s able to then do a doctorate?
Yes, they are. The professional master’s is a graduate course, and so it enables you to go on to do doctoral programs, including ones with an academic profile.
