Mário Vinícius Claussen Spinelli

Mário Vinícius Claussen Spinelli has a doctorate's degree in Public Administration and Government by Fundação Getulio Vargas (SP) and a master's degree in Public Administration by Fundação João Pinheiro (MG). He is an undergraduate in Civil Engineering and Teaching licensure in Mathematics; he is post-graduate in Occupational Engineering by Universidade Federal Fluminense. Spinelli is the General Ombudsman of Petrobras, a Brazilian State-Owned Company (since 2016). In 2015, Spinelli was the Comptroller General in the State of Minas Gerais. From 2013 to 2014, he was the director of the Office of Comptroller General in the City of São Paulo. He was a Sitting Member of the Conselho de Controle das Atividades Financeiras (COAF – Council for Financial Activities) of the Ministry of Treasury (2010-2013) and a Me mber of CGU Ethics Commission CGU (2008). At CGU, he held the position of Anti-Corruption and Strategic Information Secretary (2010-2013), Technical Assistant of the Minister and Chief (2008-2010) and Anti-Corruption Board Manager (2007-2008). Spinelli is also a career audit of the Brazilian Office of the Comptroller General (CGU) since 2001, and it was a public servant of the Audit Court in the State of Minas Gerais from 1999 to 2001. Throughout the years, he has acted as spokesman or representative of the Brazilian Government in several international events regarding prevention of corruption and anti-corruption sponsored, among others, by ONU, OEA, OCDE, the World Bank, BID, and G-20. He is an expert of "Red Interamericana de Compras Gubernamentales", sponsored by OEA and BID and he took part on the elaboration of several projects, in prevention of corruption and anti-corruption fields, such as the Information Access Law (Law No. 12.527/11) and Anti-Corruption Law (Law No. 12.846/13). He is the author of several works and articles on internal control, transparency and prevention of corruption and anti-corruption policies.
