Francisco Cesar Pinto da Fonseca

He holds a degree in Social Sciences from the Pontifical Catholic University of São Paulo (PUC/SP, 1988), a Master's degree in Political Science from the State University of Campinas (Unicamp, 1994) and is a doctor of Social History from the University of São Paulo (USP, 2001). He has been a professor of political science at the São Paulo Getulio Vargas Foundation (FGV/Eaesp) since 1995. He teaches graduation courses in Business Administration and Public Administration and in the Post-graduation Program in Public Administration and Government. He was the leader of the Research Line "Government and Civil Society in Subnational Context" of the Post-graduation Program in Public Administration and Government (PPG-APG) of FGV/Eaesp between 2012 and March 2015. He is a researcher at the Center for Studies in Administration Public and Government (Ceapg) of FGV/Eaesp. He is a coordinator (and also teaches classes) in the FGV Corporate courses (in company), especially for government agencies, at FGV/Eaesp. He is the creator of the discipline "Analysis of the Political and Economic Environment" at the FGV On Line. He has been a professor of political science at the Pontifical Catholic University of São Paulo (PUC/SP) since 1996 (Department of Politics), having been away from the university between 2006 and 2013. In February 2018, he assumed the position of head of the Department of Politics at this university. He was professor of political science at the School of Sociology and Politics Foundation of São Paulo (FESP/SP) between 1992 and 1997 and head of the department of "Political Science, Public Policies and Brazilian Political Institutions" from 1993 to 1996 at this institution. He works in the areas of Political Science, Public Administration and Public Policy and its various interfaces, including the State/Society and Media/Society relationship. His main topics of analysis are: Public Policies (concepts and thematic areas, among which "justice system" and "socio-institutional vulnerabilities"), Subnational Governments, State and Government, Brazilian Politics, Public Administration, Public Management and Political Doctrines.
