Research on the Demand and Supply of Teachers in Brazil
Study on national education
The proposed research is linked to the Education axis. It seeks to understand the supply and demand for teachers in Brazil, answering the following questions: is there a shortage of teachers? In other words, is there more demand than supply of teachers? If so, where is this imbalance? In other words, in which stages of education, areas of knowledge and Brazilian regions does demand outstrip supply? In addition, this research will seek to understand the factors that explain this imbalance, as well as the policy designs that would be effective in responding to this challenge.
Research objectives:
To estimate the actual and projected demand for and supply of teachers in Brazil, as well as the location of both in the national territory;
To systematize international and national bibliographic production on the subject of teacher supply and demand, as well as the effects of a possible mismatch between them on the quality of education, and to interview a group of specialists in order to gain a more in-depth understanding of the factors that explain the imbalance between supply and demand;
To qualitatively analyze the situation of some Brazilian municipalities that are representative of the universe of municipalities, seeking to present situations faced on a daily basis by public managers and to collect good practices on the subject of teacher supply and demand, in order to generate reflections and proposals for ways forward for Brazil in the areas of careers and teacher training.
The research contributed to an understanding of the supply and demand for basic education teachers in Brazil, i.e. whether there is or will be a shortage of teachers and the factors that influence or will influence this imbalance, taking into account territorial and regional heterogeneities and between stages and education networks. The research not only produced and disseminated evidence on the subject, but also helped the Península Institute to develop specific actions to influence public debate and future changes in education policy
