Governability has become a major challenge for chief executives in general. Pursuing the conditions of legitimacy to build a political environment favorable to making the necessary changes to improve management and better public policy delivery is increasingly challenging, as it not only involves building a majority parliamentary base in the Legislative Branch, but also requires the capacity for constant dialogue and negotiation with the other branches of government and so-called civil society. Understanding this complexity is the aim of this course.
