FGV EAESP opens applications for a CNPq Postdoctoral Fellowship at Leiden University
FGV EAESP is accepting applications until September 30 for a 12-month Postdoctoral Fellowship Abroad (PDE/CNPq) at Leiden University, the Netherlands.
The fellowship provides a monthly stipend of €2,100, as well as installation allowance, health insurance allowance, and travel allowance, in accordance with CNPq rules and current funding rates.
The opportunity is part of the research project “The Equality–Equity Dilemma at the Frontline: Street-Level Bureaucrats in Comparative Perspective”, coordinated by Professor Gabriela Spanghero Lotta and funded under MCTI/CNPq Call No. 16/2025.
The project investigates how street-level bureaucrats in Brazil, Mexico, and the Netherlands perceive and address dilemmas between equality and equity in the implementation of public policies across different institutional, social, and cultural contexts. The research combines qualitative methods and experiments and involves international cooperation with Leiden University and El Colegio de México.
Candidate profile
Applicants must hold a PhD degree by the time the fellowship is implemented and have an academic background relevant to the project.
Research experience or interest in areas such as public policy, policy implementation, street-level bureaucracy, inequalities, equality, equity, emotional labor, or related topics is desirable.
Candidates should also have experience with qualitative methods and/or experimental research, be available to dedicate themselves full-time to the activities of the fellowship, and meet the other eligibility requirements established by CNPq for the PDE fellowship.

The selection process will include an assessment of the submitted documents and, when necessary, interviews with shortlisted candidates.
The evaluation will consider the applicant’s academic background, research experience related to the project, and potential contribution to the objectives of the international collaboration.
The implementation of the fellowship is subject to CNPq approval and compliance with all applicable requirements.
