Professional Doctorate in Management and Public Policies (DPGPP)

This line covers various issues related to the structure of the state, public management, the organization and functioning of government, political institutions, relations between non-state actors and the state, as well as the formulation, implementation, monitoring and evaluation of public policies, including those aimed at the process of economic and social development and the management of public finances.

This line of action focuses on the intersection of two areas of action that are fundamental to local development with equity.

The first is the management of public and non-governmental organizations and voluntary civic associations which, in different ways, participate in the various local action networks that make up the complex field of public action in the social sphere. These networks take place in the areas of social assistance, health, education, culture and other areas of local social development.

The second comes from the recognition that territory and territoriality are not reduced to a simple jurisdictional geography, requiring different approaches, sometimes quite distinct from each other. Unlike a jurisdictional perspective, which suggests that actions are planned based on general instruments, the territorial perspective is based on the specificity of places.

The aim of this line is to deal with the main issues of Educational Management in the contemporary world, based on research and literature in the field, as well as national and international experiences. This line will take as its reference the concepts of equity and quality in education and will pay special attention to the analysis of educational policies from a comparative perspective. Most of the courses will focus their analysis on topics related to the management of educational systems, schools and the professional development of teachers, principals and public managers, with a particular focus on the Brazilian case, seeking to understand what the major problems of educational policy are, the causes of this process and the changes that need to be made in order to improve Education Management in Brazil.

The line of action in urban public policy focuses on the design, implementation, monitoring and evaluation of housing, transportation, urban planning, environmental and security policies, among others that are predominantly local. Mobilizing quantitative and qualitative methods of analysis, it will enable students to use empirical evidence in all phases of policy. As urban policy takes place on the territory, special attention is paid to spatial methods. It also provides theoretical foundations on the themes so that the student can formulate questions that are relevant to the problem being addressed. Understanding that public policy cannot ignore electoral politics, the line will seek to understand how urban policies affect and are affected by local politics (policy x politics).

The line of action "Public Security, Justice and Citizenship" aims to qualify professionals to work in the administration, management, planning and/or evaluation of public security and criminal justice activities within the framework of the Democratic Rule of Law. The proposal is to qualify professionals to act as institutional managers of public and private agencies involved in providing services in the area, in order to provide them with technical and developed knowledge.

The line of action in Government Relations, Integrity and Compliance focuses on the relationship between control and public management. Integrity deficits, in addition to increasing society's distrust in democratic institutions, worsen the quality of public services, increase social vulnerability and inhibit economic development. It is therefore increasingly necessary to understand how compliance and integrity, if properly conceived, can contribute to more inclusive, efficient, transparent and democratic public management. Using concepts related to Economics, Political Science, Law, Ethics, Organizational Theory, International Relations and Sustainability, students will be able to acquire the necessary skills to understand the challenges of control in relation to management and reflect on the potential of compliance and integrity to improve public policies. Thus, they will be able to develop the capacity to keep up with advances in a scenario of regulation and professionalization of public activity and government relations that are increasingly guided by rules of integrity, which will broaden their ability to work in governments, public organizations, the third sector and the private sector.

This line of action includes the study of strategies aimed at the development process and the respective public policies needed to implement them. As it is a broadly cross-cutting theme, the possibilities for analysis and action are also diverse, but the emphasis is on issues associated with economic growth, the macroeconomics of development, the efficiency of institutions, inclusion, sustainability, the reduction of social and economic inequalities and the development of international cooperation, seeking to emphasize proposals and solutions applicable to the Brazilian economy and society.
