Learning about Multi-actor Arrangements and Rural Productive Inclusion
Started in 2020, the Chair is an initiative of the Sustainability Center of the Brazilian Center for Research and Planning (Cebrap Sustainability) in partnership with the Arymax Foundation, the Humanize Institute and the Tide Setubal Foundation, organizations that make up the Productive Inclusion and Income Generation through Entrepreneurship Alliance. The initiative has two central objectives: the systematization and accumulation of knowledge on productive inclusion in rural and inland areas of the country; and the creation of capacities to promote the issue in these regions. The Chair is carried out through the selection, monitoring and financing of projects based in different national research centers and institutes, for a period of one year, developing studies from different perspectives on the subject. While hosting the Chair, the institutions take part in follow-up meetings, training activities and, at the end of the period, produce a report on the results of the research.
In its first year, the Getulio Vargas Foundation, through the Center for Studies in Public Administration and Government (CEAPG), was one of the organizations selected to host the Chair, carrying out research on multi-actor arrangements and strategies for rural productive inclusion. In addition to the FGV, three other institutions were selected to carry out projects: the Federal University of Rio Grande do Sul, the State University of Maranhão and the Federal Institute of Pará - Incubitec.
PROJECT: LEARNING ABOUT MULTI-ACTOR ARRANGEMENTS AND RURAL PRODUCTIVE INCLUSION
The project developed by the Center for Studies in Public Administration and Government of the Getulio Vargas Foundation's São Paulo School of Business Administration (FGV EAESP/CEAPG) was carried out in partnership with teachers, researchers and researchers from the Federal University of Cariri (UFCA) - Juazeiro do Norte Campus (CE); the Federal University of Western Pará (UFOPA) - Alenquer Campus (PA); and the Federal University of Piauí (UFPI) - Picos Campus (PI), forming a collaborative research network.
Through a logic of joint construction of knowledge, the collective held periodic virtual meetings, co-produced work activities and critical discussions around the themes analyzed, guided by two central questions:
How have multi-actor arrangements generated innovative dynamics in the Brazilian case of Rural Productive Inclusion (IPR)?
What are the main lessons that experiences with multi-stakeholder arrangements provide for thinking about the future of IPR and, therefore, of public policies aimed at this issue?
As a result of the work, carried out between December 2020 and July 2021, the group produced three documents that appear as products of the research, consolidating the knowledge built and accumulated throughout the process. In addition to the final research report, in which the main conclusions of the study are presented, a position paper was prepared, which is based on a broad bibliographical analysis and expresses the group's position within the theoretical debate on the role of multi-actor arrangements in rural productive inclusion, and a descriptive report on the three cases of multi-actor arrangements selected, based on the collection of secondary data in official databases and analysis of relevant documents for each of them.
The cases analyzed in the research were:
- "Origens Brasil and APARAÍ Network" - the network is made up of agro-extractivist producers and organizations (companies, support institutions and community organizations) that work in collaboration to generate sustainable businesses in protected areas in the Amazon with guarantees of origin, transparency and traceability; with the focus of analysis of its activities in the territory of Calha Norte in Pará.
- "Gestraf" - an arrangement whose activity is to hold itinerant fairs, with a solidarity economy approach, in rural communities and urban areas in the municipality of Barbalha (CE) and in the Cariri region of Ceará.
- "Casa Apis" - a cooperative center focused on the production, processing and marketing of organic honey. This arrangement brings together 805 farmers in the Picos region of Piauí.
The collaborative research process was fundamental in the study and comparative analysis of the cases. By being inserted in the local context of the experiences analyzed, the teams from UFCA, UFPI and UFOPA provided the knowledge accumulated from their experience and closer contact with the groups of farmers and networks, as well as providing a forum for dialogue with the actors directly involved in each of the cases. In addition, the collective construction and exchange of knowledge between different actors throughout the research were key factors in adding complexity to the debate and broadening the possibilities for learning.
Among the main findings of the research are: the relational factors of the arrangements, which highlight the importance of diversifying the actors and roles played in order to achieve success over time, as well as the relationship with the environment and history of the territory in which they are located; the focus on management and governance capacities, listing the important skills in the areas of production, administration and institutional coordination; and the results obtained by this organizational strategy, demonstrating the positive returns of the arrangements and making proposals for the future of each case analyzed.
One of the results of the research was the article "Multi-actor Arrangements for Rural Productive Inclusion: Farming in the Hinterland and the Forest", written by researchers Zilma Borges de Souza (FGV/EAESP), Caio Coradi Momesso (FGV EAESP), Raoni Fernandes Azerêdo (UFOPA) and Eduardo Vivian da Cunha (UFCA), presented at the 45th Annual Meeting of ANPOCS, as part of WG43: Rural transformations in Brazil and the world - challenges for politics and the social sciences, and the Productive Inclusion in Rural and Inland Brazil 2022 Report.

Iniciada no ano de 2020, a Cátedra é uma iniciativa do Núcleo de Sustentabilidade do Centro Brasileiro de Pesquisa e Planejamento (Cebrap Sustentabilidade) em parceria com a Fundação Arymax, Instituto Humanize e Fundação Tide Setubal, organizações que compõem a Aliança Inclusão Produtiva e Geração de Renda via Empreendedorismo. A iniciativa possui dois eixos como objetivos centrais: a sistematização e acumulação de conhecimento sobre inclusão produtiva em áreas rurais e interioranas do país; e a criação de capacidades para fomentar a temática nessas regiões. A Cátedra se realiza através da seleção, acompanhamento e financiamento de projetos sediados em diferentes centros e institutos de pesquisa nacionais, pelo período de um ano, desenvolvendo estudos sob diferentes perspectivas do tema. Enquanto sediam a Cátedra, as instituições participam de encontros de acompanhamento, atividades formadoras e, ao fim do período, elaboram um relatório sobre os resultados da pesquisa.
No primeiro ano de sua realização, a Fundação Getulio Vargas, por meio do Centro de Estudos em Administração Pública e Governo (CEAPG), foi uma das organizações selecionadas para sediar a Cátedra, realizando uma pesquisa sobre arranjos multiatores e as estratégias para a inclusão produtiva rural. Além da FGV, foram ainda selecionadas outras três instituições para realização de projetos, sendo elas a Universidade Federal do Rio Grande do Sul, a Universidade Estadual do Maranhão e o Instituto Federal do Pará - Incubitec.
PROJETO: APRENDIZAGENS SOBRE ARRANJOS MULTIATORES E INCLUSÃO PRODUTIVA RURAL
O projeto elaborado pelo Centro de Estudos em Administração Pública e Governo da Escola de Administração de Empresas de São Paulo da Fundação Getulio Vargas (FGV EAESP/CEAPG) foi realizado em parceria com docentes, pesquisadoras e pesquisadores da Universidade Federal do Cariri (UFCA) — Campus Juazeiro do Norte (CE); da Universidade Federal do Oeste do Pará (UFOPA) — Campus Alenquer (PA); e da Universidade Federal do Piauí (UFPI) — Campus Picos (PI), conformando uma rede colaborativa de investigação.
Através de uma lógica de construção conjunta de saberes, o coletivo realizou encontros virtuais periódicos, atividades de trabalho co-produzidas e discussões críticas em torno dos temas analisados, orientando-se por duas questões centrais:
Como os arranjos multiatores têm gerado dinâmicas inovadoras no caso brasileiro de Inclusão Produtiva Rural (IPR)?
Quais são as principais lições que experiências de arranjos multiatores possibilitam para pensar o futuro da IPR e, portanto, das políticas públicas direcionadas ao tema?
Como resultado do trabalho, feito entre dezembro de 2020 e julho de 2021, o grupo elaborou três documentos que surgem como produtos da pesquisa, consolidando os conhecimentos construídos e acumulados ao longo de todo processo. Além do relatório final da pesquisa, no qual são apresentadas as principais conclusões do estudo, foi elaborado um position paper, que parte de uma ampla análise bibliográfica e expressa o posicionamento do grupo dentro do debate teórico sobre o papel dos arranjos multiatores na inclusão produtiva rural, e um relatório descritivo sobre os três casos de arranjos multiatores selecionados, a partir do levantamento de dados secundários em bases de dados oficiais e análise de documentos relevantes para cada um destes.
Os casos analisados na pesquisa foram:
“Rede Origens Brasil e APARAÍ - a rede é formada por produtores agroextrativistas e organizações (empresas, instituições de apoio e organizações comunitárias) que atuam em colaboração para gerar negócios sustentáveis em áreas protegidas na Amazônia com garantia de origem, transparência e rastreabilidade; com o foco de análise de sua atuação no território da Calha Norte paraense.
“Gestraf” - arranjo que tem como atividade a realização de feiras itinerantes, com abordagem da economia solidária, nas comunidades rurais e nas zonas urbanas do município de Barbalha (CE) e na região do Cariri cearense.
“Casa Apis” - uma central de cooperativas com foco na produção, beneficiamento e comercialização do mel orgânico. Este arranjo reúne 805 agricultores na região de Picos no Piauí.
O processo colaborativo de pesquisa foi fundamental no estudo e análise comparada dos casos. Ao estarem inseridas no contexto local das experiências analisadas as equipes da UFCA, UFPI e UFOPA aportaram o conhecimento acumulado a partir da vivência e do contato mais próximo com os grupos de agricultores e redes, como também proporcionaram a interlocução com os atores diretamente envolvidos em cada um dos casos. Além disso, a construção coletiva e a troca de saberes entre atores diversos durante toda a pesquisa foram fatores fundamentais para dar mais complexidade ao debate e ampliar as possibilidades de aprendizado.
Entre os principais achados da pesquisa, estão: os fatores relacionais dos arranjos, que trazem a importância da diversificação de atores e papéis executados para que se obtenha êxito ao longo do tempo, além da relação com o ambiente e história do território que se inserem; o foco nas capacidades de gestão e governança, elencando as habilidades importantes nos âmbitos da produção, administração e articulação institucional; e os resultados obtidos por essa estratégia organizacional, demonstrando os retornos positivos dos arranjos e trazendo propostas para o futuro de cada caso analisado.
A pesquisa teve, ainda, como um de seus desdobramentos a elaboração do artigo “Arranjos Multiatores para a Inclusão Produtiva Rural: Agriculturas do Sertão e da Floresta”, elaborado pelos pesquisadores Zilma Borges de Souza (FGV/EAESP), Caio Coradi Momesso (FGV EAESP), Raoni Fernandes Azerêdo (UFOPA) e Eduardo Vivian da Cunha (UFCA), apresentado no 45° Encontro Anual da ANPOCS, como parte do GT43: Transformações rurais no Brasil e no mundo - desafios para a política e para as ciências sociais e, do Relatório Inclusão Produtiva no Brasil Rural e Interiorano 2022.
