Experts discuss fiscal frameworks as a path to sustainable public finances

Last Monday, May 19, fiscal management experts, public authorities and representatives from more than 15 states participated in the event “Medium-Term Frameworks: a path for fiscal strategy, sustainability of public finances and efficient allocation of public spending”. The meeting was held in the Salão Nobre of FGV EAESP, in São Paulo, at the initiative of FGV Projetos, a technical advisory unit of Fundação Getulio Vargas, in partnership with the Inter-American Development Bank (IDB). 

The program was opened by the executive director of FGV Projetos, Luiz Carlos Duque, and by the main specialist in Fiscal Management at the IDB, Cristina MacDowell. Next, senior specialist André Martinez presented the IDB's guidelines and perspectives for the adoption of medium-term fiscal frameworks. Next, Luiz Lourenço de Mello Filho, project coordinator at FGV Projetos, shared experiences accumulated in initiatives conducted in the states of Piauí, Espírito Santo and Mato Grosso. 

State representatives also reported on the challenges faced and progress made in institutionalizing the frameworks in their local contexts. The broad participation in the event reflected the relevance of the topic for strengthening subnational fiscal management. 

“The states’ engagement confirms the importance of the debate on fiscal sustainability. The active presence of managers reinforces that it is time to act and implement milestones where they have not yet been initiated,” highlighted André Andrade, executive manager of FGV Projetos.
