In order to learn from the policy process of the statute, as well as gather insights into how climate change could be incorporated into low-carbon sectoral policies, we have applied Kingdon’s multiple streams framework (MSF) to analyse the forces at work before and during this legislative process of Statute No. 14,301/2022.
