Municipal agendas for urban and peri-urban agriculture

A guide to inserting agriculture into urban planning processes

By 2050, it is predicted that two-thirds of the world's population will live in urban and peri-urban settlements, with the likelihood that 3 billion people will have insufficient access to health, energy, basic sanitation and healthy food (UN, 2018). In Brazil, currently, 85% of the population lives in cities and this percentage tends to increase in the coming years (IBGE, 2015).

In this scenario, maintaining or promoting agriculture in and around cities is a way to strengthen food and nutrition security, generate income for vulnerable populations, reduce the distance between producers and consumers and generate environmental benefits.

For this reason, a more active dynamic and protagonist of governments in the food agenda is expected. In addition to an intersectoral look at the design of public policies and the institutional arrangements created, it is also essential to assume the role of coordinating local actors with a view to building a collective vision around planning and reconfiguration of the territory.

Phase 1: Municipal Urban and Peri-Urban Agriculture Agendas: a guide to integrating agriculture into urban planning processes

 

The document “Municipal agendas for urban and peri-urban agriculture: a guide to insert agriculture in urban planning processes” sought to respond to a demand from Brazilian municipalities for conceptual and methodological guidance. More than systematizing the accumulation of literature on the subject and interacting with the practices present in different Brazilian cities, the central message of the Guide is to highlight the potential of urban and peri-urban agriculture (UPA) in facing several urban challenges. In the understanding presented in this document, its benefits over time would be achieved as long as the UPA is treated as a strategic agenda, based on a process of gradual development of institutionalization, in parallel with the work of strengthening and multiplying agriculture through initiatives and Software.

This work was carried out by the Center for Sustainability Studies of FGV (FGVces), TEEB Agricultura e Alimentos/PNUMA and the General Coordination for Support to the AUP, linked to the Ministry of Citizenship.

The methodology for building the guide involved four stages, covered in an articulated way during the months of May and November 2022.

  • Formation of a Technical and Directive Committee and holding of thematic discussions with 34 actors from different government spheres, from organized civil society and from teaching and research institutions.
  • Literature review, seeking to systematize scientific knowledge on the subject.
  • Semi-structured interviews with municipal managers, seeking to access lessons learned and UPA experiences in the field of Brazilian municipal management.
  • Conducting a public consultation in September 2022, where more than 100 text contributions were entered into the document.
