Forced Displacements and Integral Repair
Compulsory displacement is a process of social change resulting from the forced removal or abandonment of original territories due to the installation of development or infrastructure projects. The displacements are total, configuring, among other losses, that of the territory and of the living space, of the productive and extractive areas related to the survival of families, as well as spaces of symbolic, religious and memorial use. Besides physical displacement, there is also economic and cultural displacement, which occurs even when there is no removal, as a result of the impossibility of full access to natural resources and means of reproduction of ways of life. In all circumstances, displacement exposes those affected to material and immaterial losses, leading to their multidimensional impoverishment. The complexity of these processes poses immense challenges, and there is a lack of specific norms and policies aimed at the issue, opening the way for violations of the rights of the affected people.
FGVces has been following the issue since 2014, and has accumulated experience in the debate on compulsory displacement through interaction with public institutions, entrepreneurs and affected people.
Activities
Working Group on Compulsory Displacement
FGVces has accompanied the compulsory displacement caused by the installation of the Belo Monte Hydroelectric Plant since 2014. Between 2017 and 2018, in partnership with the International Finance Corporation of the World Bank Group, it conducted a working group (WG) to develop guidelines on compulsory displacement. The WG included the participation of civil society, leaders of those affected, public authorities from different spheres, rights protection institutions, entrepreneurs and researchers, and promoted working meetings, an in-depth seminar in partnership with the Brazilian Institute of Environment and Renewable Resources (IBAMA) in Brasilia, as well as workshops to prepare recommendations with representatives of those affected by the Belo Monte HPP in Altamira (PA).
Although the guidelines have been finalized and launched in 2018, and the partnership with the IFC finalized, the WG continues to operate, currently in partnership with the Laboratory of Environmental Education - Architecture, Urbanism, Engineering and Processes for Sustainability (LEA-AUEPAS) of the Federal University of Ouro Preto (UFOP) and seeks to advance debates on recognition, valuation and full reparation of damages in contexts of the installation or operation of large enterprises.
Protection of Rights in Contexts of Compulsory Displacement
The project seeks to contribute to the construction of normative instruments for the protection of the human rights of social groups affected by large projects in the Amazon, in addition to strengthening the rights agenda of affected peoples in the state of Pará.
Since January 2020, FGVces has been a member of the Working Front for the Protection of Rights in Compulsory Displacement, in partnership with the National Council for Human Rights (CNDH), the Human Rights Commission of the Legislative Assembly of Pará (ALEPA), and the Public Ministry of Pará (MPPA).
