Public Management Department (GEP)

The creation of the Getulio Vargas Foundation in Rio de Janeiro, in 1944, constituted the unfolding of the efforts of modernizing and professionalizing Brazilian public administration, associated to the creation of the Administrative Department of Public Service (DASP). In São Paulo, FGV implemented, in 1954, the Business Administration School with the mission of preparing professionals with the capability of taking on company management, in a period of great economic development and growing industrialization in the country. During this course of success, in 1969, the public administration undergraduate course was created within the scope of a consortium established with the state government of São Paulo aiming at training professionals for public administration in São Paulo. 

In order to consolidate this teaching and research area that has marked FGV since its inception, in 2008, the Public Management Department was created at EAESP, gathering professionals from different backgrounds associated with public administration. The fundamental mission of this department is to coordinate academic and professional undergraduate and graduate courses, research and publication of papers focused on the improvement of public administration in the country.

The GEP counts on 31 faculty members from different professional backgrounds, PhDs and masters from renown Brazilian and international institutions. Among the main areas of study and research of its members are: State reform, public administration and citizenship, local power, public policy evaluation, public finance, political and bureaucratic elite, human resources management and public careers, information technology in the government.

The disciplines under the responsibility of the GEP are:

  • In the undergraduate course: Finance III (Audit); Public Policy Formulation, Implementation, and Assessment; Governmental Guidelines and Administrative Planning; Local Power and City Administration; Public Developments Management; Social and Economic Planning in Public Administration, Relationship between the Public and Private Arenas; Workshop I: Snapshot of the Brazilian State; Fundamentals of the State of Right; Modern Society, State and Rationality; Public Policies: Agenda, Formulation and Assessment; Quality and Productivity of Public Services; Communication Strategy in Public Organizations; Public Administration in Brazil; Brazilian Politics; Logistics and Procurement in the Public Area; Tax Framework and Public Finance; Political Institutions and Public Administration: Compared Analysis; Budget, Public Finance and Governance: Brazil and International Experience; Administrative Law.
  • In the graduate courses (academic and professional masters; PhD): Social Policies and Decentralization; Public Management in Compared Perspective; Research Methods; Qualitative Research Methods; Research Seminar: Government and Civil Society in the Subnational Context; Research Seminar: Transformations of the State and Public Policies; Public Management in Brazil: Modern Politics and Challenges; Compared Politics Topics; Political Institutions: Theory and the Brazilian Case Study; Networks and Economic Sociology; Culture of Consumption and Public Sphere; Politics and Health Program; Government and Civil Society in the Local Setting; Government and Political Institutions in Brazil; Budget and Public Finance; Analysis of Public Policies; Monograph Counseling; 

At this time the department is executing a project to implement a new undergraduate course in public and government administration course, including training managers for non-state public organizations, forecasted to begin in February 2011.
