He holds a law degree from the Pontifical Catholic University of São Paulo (1968), a Master's degree in Public Administration from Syracuse University-New York, USA (1970) and a doctorate degree in Law from the Pontifical Catholic University of São Paulo (1974). He is currently a full professor at the Getulio Vargas Foundation - SP. He is experienced in the area of Law, with emphasis on Public Law, working mainly in the following subjects: tax law, administrative law, energy law and municipal law. He is the author of books "The Municipality in the Brazilian Constitution" and "Elements of Financial Law". He is a legal consultant for companies and public agencies.
